The House on Wednesday passed a sweeping sanctions bill aimed at Russia and named in honor of the late Sen. Lindsey Graham who spearheaded the legislation before his unexpected death in July. The bill targets Russia’s energy sector by punishing the largest buyers of its oil and gas.
